Easy Frame

 

First make a 300 x 300 white square. Later you can make any size you want, this is just to practice with.

Merge the layers.

Go to Image and add borders, for practice you can use these settings, later experiment and get the effects you want. Important, when you add border, make sure the background is not the same color as the center color.

After doing that you should have an image like the one below.

Go hit the Magic Wand and left click anywhere on the black area. Change the foreground color to any color that you want, in this I used the red color. Go to the flood fill and click on it. Go to the black area and flood fill that with the red color. Go to effects and add noise, on this I used a high noise setting of 93 just to show the effects. Go to selections and select none. (this takes away the marching ants.)

Now go and do the same steps again to get a second border. When you are done with this step you might want to add a drop shadow by going to 3-D effects and then go to drop shadow. After you are done, go to selections and select none to take away the ants. You should have an image similar to this.

Now we need to copy and paste this image onto a transparent background. So go to Edit and hit copy. It will seem like nothing happened but it did. Now make a new image by going to where the arrow indicates in the image below shows. You need to make this image transparent and the same size as the frame. (300 x 300)

Once you have the new transparent image showing go to Edit, the paste as new layer.

Now go to the side menu and hit the rectangle image and have you setting such as the one in the image below with square selected and feather set at 0 with antialias checked.

Start in the upper left corner of the white section and drag your mouse to the lower right section making sure you have included all the white area inside the dotted lines. Release the button.

Go to Edit and hit Cut. You should get an image such as the one below.

Go to selection and hit select none. Go to Layers and merge visible. In order to save as a tube - go to file, export, picture tube. Make sure you save as a .tub file.

If you want to save in the picture frame file go to save as, find your Jasc file and save as a .pfr in the Frames file.

You can print this tutorial out and save it to refer to when you are offline. These are just the basics to get a frame, once you get use to doing these steps, get creative and add tubes to the frame or whatever your imagination comes up with.
